Assessing and Managing Older Drivers’ Crash Risk using Safe System Principles

چکیده
The last decade has seen a large amount of road safety effort put into investigating the socalled ‘older driver problem’. As a consequence, our knowledge of older drivers and their functional performance, their driving and crash patterns and their crash risk, has increased substantially. However the research has given little direct attention to the special challenges that older drivers pose to a Safe System approach to road safety. During this same decade, Australasian jurisdictions have increasingly accepted a Safe System approach to managing road safety. Main components of this strategy include: • it is accepted that crashes will continue to occur, prevention efforts notwithstanding; • the key task is to manage vehicles, the road infrastructure and speeds in order to minimise the probability of death and serious injury as a consequence of a road crash; • individual road user responsibilities and behavioural countermeasures are not dismissed but are explicitly presented as supporting components of the Safe System. This paper aims to evaluate the latest research findings: • to assess the extent and nature of older drivers’ crash risk in both absolute and relative terms; • to identify the array of effective countermeasures compatible with Safe System principles. Topics covered include: physical frailty, the low mileage bias, fitness to drive, self-regulation, safer roads, safer cars and safer road users.

The development and efficacy of a theory-based educational curriculum to promote self-regulation among high-risk older drivers.
Knowledge Enhances Your Safety (KEYS) is a curriculum developed for older drivers who maintain driving privileges while coping with visual limitations that increase crash risk. KEYS' goal is to promote safe driving through self-awareness of vision impairment and adopting self-regulatory strategies. We discuss KEYS' theoretical framework based on the tenants of the Social Cognitive Theory, Healt...

New evidence has appeared to support the fact that the over-involvement of older drivers in traffic accidents disappears when the low mileage bias is taken into account. As a group, older drivers are as safe as or safer than other age groups, and only low mileage older drivers have a high crash rate. Furthermore, the role of the medical condition of older drivers in traffic accidents, as well a...
متن کاملOlder driver crash rates in relation to type and quantity of travel.
It is a well-established phenomenon that, notwithstanding their overall good crash record, older drivers have a higher than average rate of involvement in injury crashes when the rate is calculated by dividing crash numbers by distance driven. It has been hypothesised that at least some of this higher crash rate is an artefact of the different nature of driving undertaken by many older drivers....
متن کاملA novel computer test to assess driving-relevant cognitive functions--a pilot study.
BACKGROUND The assessment of driving-relevant cognitive functions in older drivers is a difficult challenge as there is no clear-cut dividing line between normal cognition and impaired cognition and not all cognitive functions are equally important for driving. METHODS To support decision makers, the Bern Cognitive Screening Test (BCST) for older drivers was designed. It is a computer-assiste...

The careful application of human factors design principles and guidelines is integral to the development of safe, efficient and usable Intelligent Transportation Systems (ITS). One segment of the driving population that may significantly benefit from ITS is older drivers. The population of older drivers is steadily increasing and concerns pertaining to their needs, capabilities-and limitations ...
